What can explain authority more clearly than a matrix chart?

THE DIRECT ANSWER

Use evidence of actual responsibilities and decision processes, supported by the organization’s real structure. A chart alone may leave the important questions unanswered.

Connect the reporting lines to concrete decisions

A role description can explain budgets, staffing recommendations, standards and escalation paths where those are genuine duties. Relevant records may show how the applicant exercised authority abroad and what the U.S. position will involve. Avoid inventing formal approvals or a minimum team size simply to make the diagram look managerial.

The share purchase agreement and closing documents, both companies' articles and registers, a percentage-annotated group chart, and evidence that each entity is actively trading — payroll, service contracts, invoices and tax filings on both sides. An organizational chart dated to the proposed start, a staffing plan with headcount and hire dates, a lease or service agreement showing the operation exists as described, and the foreign payroll register covering the qualifying year each answer a distinct question.
