Training does not replace the required qualifying employment history.
Separate development plans from past employment
A course may help prepare the employee for a role, but it cannot change the actual duties or duration already worked. Identify whether the case is ordinary or new-office L-1A, then assess the real record. Avoid budgeting for a certificate as a cure for a chronological gap.
Government charges are published in the USCIS fee schedule and change; the company should check the current figures for Form I-129 and any fraud-prevention or supplemental fees that apply to L petitions rather than rely on a number from a previous transfer. The spending sits in retrieval and analysis: obtaining archived payroll and pension records, translating foreign documents, and paying for counsel's review of a history with several possible readings. Prepare an operating budget that corresponds to the proposed managerial structure: premises, payroll for people doing routine work, professional support, equipment, compensation and current government filing charges. Ask for the scope in writing, itemised by task rather than by outcome: reviewing the foreign employment year, reconciling the role description against corporate records, preparing the petition, and responding if further evidence is requested.
