Start with the TN eligibility and application overview
Explain the forestry responsibility
Identify the assessments and recommendations the applicant develops, the information collected and the division of work with other personnel. Report physical or routine tasks honestly. The classification should follow the real professional assignment, not a selective description designed to hide part of the work.
Identify the listed qualification
Forester lists a baccalaureate or licenciatura degree, or a state or provincial licence. Record the actual credential and issuer. A general outdoor-safety certificate is not a listed licence alternative. Degrees from institutions outside Canada, Mexico and the United States need evaluation by a reliable foreign-credential service.
Establish the temporary professional arrangement
TN requires Canadian or Mexican citizenship and prearranged qualifying professional work. A U.S. or foreign employer may arrange it. Services to a U.S. entity solely owned or controlled by the applicant are prohibited TN self-employment; foreign business ownership alone is not a blanket exclusion.
Match the credential route to the listing
Canadian citizens generally seek TN admission in person at a port of entry or a preclearance facility, presenting the passport, the supporting letter and the credential, with no visa stamp involved. A port-of-entry application gives a same-day answer; a Form I-129 petition gives a written approval before travel and suits a file with a prior refusal, an experience-based credential or an ownership stake. Officers compare the credential presented with the credential the listing names for that profession, and a technology diploma is not a baccalaureate in engineering however similar the coursework. Separate refusals rooted in missing paperwork from those rooted in a structural mismatch, such as duties that don't fit a listed profession or a credential the officer found unconvincing. Once the available records are in hand, counsel can assess whether they support the credential the chosen profession requires under the listing, or whether the transcript itself is needed. The letter should describe the systems analysed, the requirements gathered and the design decisions made, in enough detail that the officer can recognise the listed profession. Whether the proposed duties fall within a listed profession, whether the applicant's credentials match that profession's accepted alternatives, which route applies given citizenship and current location, and whether an ownership interest raises the self-employment problem are legal questions. Keep original credential documents and transcripts, and only commission a translation or a credential evaluation once the exact requirement and process are known.
Separate the treaty qualification from the practice licence
Every Appendix 2 profession carries its own qualification rule, and Graphic Designer offers two: a baccalaureate, or a post-secondary diploma together with three years of experience. A licence satisfying a TN credential alternative does not necessarily permit practice in another jurisdiction. A first review should make a credential matrix: selected profession, degree rule, issued record, and registrar contact. The governing condition does not bend for goodwill: the position must sit within a listed occupation and the applicant must hold the qualification that occupation specifies, so a role that quietly becomes a generalist post during a restructure may no longer fit. Course catalogue excerpts can illuminate a field of study, yet cannot make a diploma satisfy a degree-only occupation. Preserve the genuine credential rather than translating its title into a qualification the institution did not award. Licensing is separate: where the occupation needs authorization to practise in the intended U.S. jurisdiction, determine exactly what activity may occur before assuming the academic document resolves the issue.
