Compare what the person will actually be responsible for
Identify advisory work, implementation tasks and ongoing operational authority separately. A consultant’s involvement in implementation needs factual review rather than a universal prohibition, but a label cannot transform a different occupation into consulting. The listed degree or documented five-year experience route still matters, together with citizenship, temporary entry and the actual employment structure.
Appendix 2 lists each profession with its own minimum qualification, and Computer Systems Analyst is one of the few that accepts a post-secondary diploma or certificate combined with three years of experience as an alternative to a baccalaureate. The Scientific Technician/Technologist entry does not require a baccalaureate; it requires theoretical knowledge of a listed discipline, the ability to apply it to practical problems and a role in direct support of a professional in that discipline. Where the answer is neither Canadian nor Mexican, this route is unavailable regardless of the credentials, the offer, or the years spent living in Canada, and continuing to plan around it wastes the applicant's money and the employer's patience.
