Does knowledge used in one department automatically support L-1B work in another?

THE DIRECT ANSWER

No automatic conclusion follows. Explain the special or advanced organizational knowledge needed for the additional duties and what the applicant actually possesses.

Assess the connection across the two assignments

Identify common methods and material differences rather than treating related processes as identical. The person may hold relevant knowledge without having authored the process or being its only expert. Qualifying employment and organizational conditions remain separate. Do not use a department name change to bypass the substantive review of the proposed work.

Knowledge of the employer's own product and how it is configured, commissioned and supported is the type of knowledge L-1B contemplates, provided it is genuinely distinct from what others in the industry hold and the worker has one continuous qualifying year with the company abroad. Where training evidence helps is on the first question: if the company's own records show that a competent industrial technologist takes eighteen months of internal work before being trusted to requalify a formulation, that is direct evidence the knowledge is advanced and company-specific.
