How should the employer document a promotion that has been offered but not implemented?

THE DIRECT ANSWER

Keep the proposed role and effective date distinct from duties already performed. A planned chart should not be presented as evidence that delegation has occurred.

Support the promotion with the actual arrangement

Include the offer, role description and records showing who would take over current tasks. Identify approvals still required and explain whether responsibilities change gradually or at once. Preserve existing status documents for the procedural review. An unsigned plan can describe intent, but its contents should not be relabelled as completed operational facts.

Site-level organisational charts, a delegation-of-authority or approval matrix, budgets identifying which lines the applicant controls, written confirmation from each site leader about who sets their objectives, and examples of regional decisions such as staffing plans or capital approvals. An organization chart placing site coordinators and consultants under your direction, engagement letters with audit firms you select, policies bearing your approval but drafted by others, budget approvals, and correspondence in which staff take instruction from you. The evidence expected is ordinary commercial material: statements showing revenue, payroll registers, signed customer or supplier contracts, business licences, a lease or title for premises, and insurance.
