Will buying a professional organizational chart establish an L-1A function-manager case?

THE DIRECT ANSWER

No. A chart can explain a supported arrangement, but it cannot create staff, authority or duties that do not exist.

Pay for an accurate presentation of real evidence

Reconcile the diagram with genuine employment, service contracts and decision records. Private design or preparation costs are distinct from current official petition charges. Identify the evidentiary gap before buying a presentation service; a polished chart does not prove the applicant primarily manages the function.

Mostly into accounting and evidence work: producing reliable financial statements, reconciling internal figures with filings, assembling payroll and contract records, and paying counsel to assess whether the position now supports the claim. Ask for the scope in three parts so nothing is assumed: the structural review of the changed organization, the evidence-gathering work of assembling operating records, and the drafting of whatever filing follows. Divide the budget into eligibility review, corporate and employment evidence, government submissions, optional services, and household steps; for a new office, maintain a separate operating-capital ledger. An initial new-office petition does not require the U.S. entity to operate yet, but it needs secured physical premises and, for L-1A, evidence addressing the investment size and the foreign entity’s financial ability to support the proposed operation.
