THE SHORT ANSWER

A Fort Saskatchewan permanent resident of Canada may also be a Mexican citizen. TN citizenship eligibility should be assessed from the citizenship actually held, rather than rejecting or accepting the applicant solely because of Canadian residence.

01

Record citizenship and Canadian status separately

Canadian permanent residence alone does not satisfy TN’s Canadian-or-Mexican citizenship condition. Actual Mexican citizenship may satisfy that particular condition, while the remaining requirements still need assessment. Do not wait for a hypothetical Canadian citizenship grant before identifying the nationality the person already holds, and do not treat a pending grant as citizenship already acquired.

02

Assess the professional case independently

The duties must fit a listed TN profession and the applicant must meet its qualification route. Prearranged professional activity and temporary entry remain necessary. A qualifying passport does not transform a general technical role into a listed profession. Identify the actual employer and disclose relevant ownership of the U.S. receiving entity rather than presuming the Canadian employer’s letter resolves every question.

03

Use the process appropriate to the actual citizenship

Canadian and Mexican citizens do not generally follow identical TN visa procedures. The Mexican-citizen route normally requires a TN visa; Canadian citizens are generally visa-exempt for TN and may seek the classification through the applicable process. Verify the actual circumstances and current instructions before travel. A Canadian permanent-resident card should not be presented as the document granting Canadian-citizen procedural treatment.
