Should I pay for a foreign-degree evaluation before confirming which TN Engineer qualification I rely on?

THE DIRECT ANSWER

Identify the actual degree or licence and the applicable purpose first. A paid evaluation is not a substitute for a listed qualification that the applicant does not possess.

Match the service to the credential issue

A degree from an institution outside Canada, Mexico and the United States requires a reliable foreign-credential evaluation. The Engineer entry also provides a state/provincial licence route. Verify the actual record and any separate practice question, then distinguish private evaluation or translation charges from current official application fees. Do not assume every technical certificate becomes a qualifying degree through evaluation.

A port-of-entry application carries a modest admission charge; an I-129 petition filed by the employer carries the petition fee listed in the USCIS G-1055 schedule, and sometimes an optional premium-processing fee if the employer wants a fast written decision. Ask the evaluation provider, in writing, what specifically they will compare and against what standard, because evaluations are produced to different specifications and one prepared for a general purpose may not address the comparison actually needed. Add certified translations where anything is not in English, courier costs for original documents, and the expense of keeping the Canadian licence in good standing while the state application is pending.
