There is no universal requirement for a privately sold certificate of that name. Identify the actual evidence needed to explain special or advanced knowledge.
Assess the evidentiary value before the expense
An outside report may describe genuine facts, but it cannot create knowledge or replace the transfer foundation. L-1B does not require that all knowledge be proprietary or unique. Keep private preparation or technical-report costs separate from the current official charges, and evaluate the proposed service against the real gap in the record.
Check the published fee schedule for current amounts and any optional faster-adjudication charge, then set beside it a realistic estimate of the hours needed to produce contemporaneous documents, translations and a truthful account of staffing depth. When the beneficiary will be stationed primarily at an unaffiliated client site, the client must not principally control and supervise the beneficiary, and the placement must relate to a product or service requiring petitioner-specific specialized knowledge rather than labour for hire.
