PROGRAMME BRIEFING · DEVONDevon

A new route.Know the details.

A hypothetical Devon employer wants to sponsor several employees for Gold Card and has received one combined private budget. Break that proposal into the actual principal applicants and intended eligible relatives. A single corporate invoice should not obscure the published per-employee and per-person government terms.

Start with the GOLD CARD eligibility and application overview

01

Identify each employee principal

Record who is actually proposed for sponsorship and which individual facts remain unresolved. A corporate board’s approval of a budget is not the government’s approval of every employee. Do not assume that one person’s background records or eligibility determination can be reused as the complete record for another.

02

Separate the employer’s funding policy from official terms

The company may decide which private costs it will support, but that policy does not change the government amounts or eligible relationships. Identify whether a quote includes processing, gifts, professional assistance and possible additional charges. A household allowance is not evidence that all relatives qualify or that official fees have already been paid.

03

Apply the published structure person by person

Current official terms are US$15,000 nonrefundable processing per person, followed after successful vetting and instructions by a US$1 million individual-principal gift or US$2 million per corporate-sponsored employee. Each intended eligible joining spouse or unmarried child under 21 adds US$15,000 and a US$1 million gift, including corporately; initial inclusion is recommended. Corporate terms include 1% annual maintenance and 5% transfer with a new background check; a replacement employee is not automatically approved. The EB-1 or EB-2 result remains subject to eligibility, admissibility and visa availability. The government gift is not repayable EB-5 capital, and a sponsorship announcement does not confer current work permission or citizenship.

04

Follow the official payment sequence and individual amounts

The program's requirements, amounts and family provisions have been announced and revised through official channels, so a description accurate one month may be incomplete the next. The payment made after vetting is a gift to the United States government, not an investment: it produces no return, no equity, no job-creation credit and no interest, and it should never be described or compared as though it were an EB-5 investment. Each applicant must be eligible for lawful permanent resident status, admissible and covered by an available visa, and Executive Order 14351 directs the gift to be treated as evidence under specified EB-1 and EB-2 grounds. Anything read here, or in any brochure, should be checked against the official government programme page and its frequently asked questions immediately before a payment is authorised, and a dated copy of that page should be kept with the file. Follow verified official instructions for the amount and payment method instead of assuming an exchange quotation proves the required sum was credited. Protect against payment confusion by verifying the official recipient, exact instruction, and current program language immediately before acting. The practical decision is whether a government source actually directs the next step or merely describes a prospective framework; if the direction is absent, pause rather than fill the gap with an intermediary's interpretation. If the instruction, identity details, and case record do not match, pause the transaction and obtain clarification through the official process; changing a payment reference after sending funds may not cure an incorrect payment.

05

Separate payment from the immigration outcome

Determine whether the proposed payment purchases shares, property or a loan claim, pays an adviser or makes the instructed government gift. The official description ties the outcome to permanent residence through an existing employment-based category as determined by the authorities. USCIS or the Department of State may communicate through official channels outside the portal, so confirm which agency issued the demand and ask it to resolve the discrepancy. Gold Card is not a conventional visa: it involves a payment by the applicant to the U.S. government and does not itself replace screening, adjudication, or any separate immigration condition. Do not rely on third-party summaries, claimed shortcuts, or a business sponsor’s assurance when an official instruction says otherwise. No private reimbursement promise alters the recipient or legal character of a payment directed to the U.S. government.
