THE DIRECT ANSWER

Use accurate examples of policy, goals and management direction, together with the actual governance and reporting structure.

Show the effect of the executive’s authority

A report distribution list proves who receives information, not necessarily who controls the response. Identify relevant decision records and the responsibilities of unit managers. Do not manufacture resolutions or present a proposed authority as already exercised; explain the actual arrangement and the future U.S. role honestly.

The Canadian parent's share register showing its ownership of the U.S. subsidiary, the subsidiary's state filings, its lease for the terminal, payroll for the dispatch team, customer contracts and interstate operating authority together show a qualifying relationship and an active U.S. business. Close the planning session with tasks owned by named people: an organisational chart showing the subordinate layer with real headcount, a duty statement written by the leader the executive reports to, evidence of the ownership chain, and a short memo on the year abroad. Separate decisions the applicant can make alone from recommendations requiring another person’s approval, then match each claimed authority to the record that fixes it: a delegation matrix for spending, signed evaluations for supervision, and meeting minutes or job descriptions for function-level priorities.
