THE DIRECT ANSWER

Use the effective governance documents and concrete responsibility evidence together.

Show how decisions are made

Identify board-reserved matters, delegated authority and the applicant’s role in establishing goals or policies. Ensure the employer’s description agrees with those arrangements. Do not selectively omit a restriction or overstate a routine signature as broad executive discretion.

Financing documents with their conditions visible, board minutes approving the revision, correspondence showing when the delay arose, an updated hiring and premises schedule, and updated financial projections that reconcile with the funding actually available. Deal counsel or the corporate secretary holds share transfers and resolutions; the acquired company's payroll provider may hold records the buyer never received; a departed manager may be the only person who can explain a numbering change. Before anything else, the petition file needs the share purchase agreement, the updated share register or stock ledger showing the Canadian company as owner, and evidence that the U.S. plant is trading: payroll records, customer invoices, a lease or deed. Assemble the chart with names, titles, and reporting lines; a written description for each report; payroll or contracts confirming the positions exist; approval limits; and examples of hiring, review, or dismissal decisions the applicant actually made.
