What records explain a proposed data-governance manager’s authority?

THE DIRECT ANSWER

Use records that show actual decisions and the limits of the role.

Identify the decisions the applicant owns

A responsibility matrix, approved policy process and examples of delegated execution can explain who decides and who implements. Keep titles consistent with the underlying arrangements. Do not claim that a policy signature alone establishes that most duties will be managerial.

Planning and budget documents naming the function, approval matrices showing your authority, leadership materials, contracts you signed, decisions recorded in ordinary correspondence, and organizational charts drawn accurately. Management approval of the appointment, the revised employment agreement, payroll showing the compensation change, an announcement to staff or clients, updated organizational charts, and early decisions taken under the new authority. Show current employees, vacancies, temporary assignments, reporting lines, and the transferee’s decision authority; place a proposed recruit in a separately marked future-state chart only after documenting the recruitment stage. Ingrid's file therefore needs evidence of actual operations on both sides of the border: invoices issued and paid, contracts performed, payroll records, insurance in force on operating equipment, and tax filings that show revenue rather than nil returns.
