The listed Chemist qualification is a baccalaureate or licenciatura degree. An internal certificate does not independently supply that credential.
Identify the credential the case actually uses
A safety or equipment course can show training relevant to the laboratory without replacing the listed education. Present the real degree, its connection to the chemical work and any required foreign-credential evaluation. The proposed duties must still involve qualifying professional activity; neither the certificate nor the employer’s willingness to call the applicant a chemist settles the entire case.
Each profession in Appendix 2 carries its own line, and those lines were written separately: a few name a state or provincial licence, most name a degree, and a small number allow years of experience with a post-secondary certificate. At every extension, and in substance at every re-entry, the question is whether the person before the officer is a citizen of Canada or Mexico engaged in prearranged professional work in a listed profession, holding whatever that profession's rule requires.
