No universal headcount guarantees L-1A. Staffing should address real business work and support a truthful account of the applicant’s managerial duties.
Budget genuine resources
Separate operating costs from current official petition charges and optional preparation assistance. Positions that exist only on a chart do not relieve the applicant of routine tasks. Assess the expected reporting cycle, the actual professional work and the resources needed, rather than treating a consultant’s preferred team size as a government rule.
The larger and less visible costs are corporate: incorporating the U.S. entity, issuing and recording shares, opening banking, securing premises, and producing financial statements or an accountant's letter showing that both companies are actively trading. The dispatch-software rollout, the U.S. salary, relocation and housing allowances are commercial spending; they are relevant to the case only as evidence that the subsidiary is active and can support a managerial position. Employer administration covers the mechanics of a move — payroll set-up, travel, the physical relocation — while the immigration scope covers reading records, resolving the chronology and preparing the account of duties.
